THE ROSETTA METHOD™
A historical research method for reconstructing complex nuclear-weapons relationships without allowing an attractive narrative—or a complete-looking network—to outrun the surviving record.
Rosetta treats uncertainty, contradiction, representativeness, and missing documentation as part of the research result. The objective is not to fill every gap. It is to show what the evidence establishes, how relationships are connected, where those connections remain provisional, and exactly where the documentary record breaks.
The six-step sequence
Each step is designed to prevent a plausible historical relationship from being silently promoted into an established fact.
Identify the language of the record: code words, acronyms, drawing numbers, contract identifiers, material aliases, organizational names, building designations, and changing administrative terminology.
Link entities that the record actually joins—facilities, organizations, materials, components, operations, shipments, worker populations, monitoring systems, and surviving archives.
Compare independent evidence streams. A procurement record may establish a purchase; a shipment record may establish movement; a receiving log, drawing, roster, or technical report may establish the next link.
Challenge the apparent relationship. Look for contradictory records, date conflicts, organizational changes, scope limitations, monitoring exclusions, incomplete denominators, and evidence that the record is not representative.
Assign an explicit evidentiary status to the relationship. The classification belongs to the evidence supporting that connection—not to how persuasive the larger story may appear.
When the documentary chain breaks, leave it broken. Identify the missing record, describe what it could resolve, and retain the gap as a research target rather than bridging it by assumption.
The Rosetta network model
The network is not a decorative diagram. Every connection should be traceable to evidence, and every unsupported connection should remain visibly qualified.
A broken strand is not a failure of the method. It is a finding. Rosetta records the missing denominator, missing roster, missing receiving record, missing monitoring file, or contradictory source instead of making the network appear more complete than the evidence permits.
Nuclear Materials Genealogy
Materials can reveal relationships that organizational histories obscure. Rosetta follows a nuclear material from origin through transformation, movement, use, worker contact, and eventual disposition—while preserving changes in physical or chemical form and the evidentiary status of each link.
This is especially useful when a single isotope, source, feed material, or component passes through several organizations and facilities under different names or administrative authorities.
Evidence classification
Rosetta uses a common vocabulary so readers can distinguish what is established from what remains under investigation. Publication does not upgrade an evidence status.
Direct primary or authoritative evidence establishes the relationship.
Example: a shipment record names the source, destination, material, and date.Evidence establishes a broader purchase, supply, or organizational relationship without proving the narrower transaction being investigated.
Useful evidence, but not a substitute for a missing item-level record.Multiple records support a relationship, but the direct transaction or connecting record has not yet been recovered.
The inference is evidence-based and visibly qualified.Evidence warrants further investigation but does not establish the relationship.
A lead directs research; it does not populate a factual chain as confirmed.Conflicting, ambiguous, or incomplete evidence prevents a defensible determination.
Contradictory evidence remains visible until resolved.A known, expected, or strongly indicated record may resolve an important question but has not been recovered.
The missing record becomes an explicit archival retrieval target.Contradictions are evidence
Historical collections routinely contain inconsistent dates, retrospective summaries that conflict with contemporaneous records, missing rosters, changing terminology, incomplete monitoring populations, and claims that cannot be reconciled with underlying source material.
The method preserves those contradictions. A later statement does not automatically erase an earlier record; a technical assumption does not substitute for evidence of who actually performed the work; and absence from a recovered file does not establish that an event, exposure, or worker population did not exist.

Publication firewall
The private research master and the public website serve different purposes. The public site receives evidence only after review appropriate to the material being presented.
Archive practice
Examine provenance, administrative context, markings, document numbering, references, omissions, and citation trails before treating a historical record as evidence.
