The shelf begins with a 30-title Founding Collection and will grow selectively. Rosetta will favor works that help readers understand the documentary record and historical context rather than attempting to reproduce every title ever published on nuclear subjects.

The library will expand deliberately. New volumes can carry complete Chicago-style citations, access links, Rosetta annotations, subject tags, facilities, organizations, programs, materials, archival leads, and connections into the Public Evidence Explorer.
Editorial standard
Books can synthesize evidence, identify archival trails, frame historical debates, and point researchers toward primary sources. Rosetta will distinguish a secondary author's interpretation from the underlying documentary evidence and will return consequential factual claims to primary records whenever possible.

As the shelf is populated, entries can include bibliographic information, subject tags, facilities and organizations discussed, relevant materials or programs, archival leads, a short Rosetta annotation, and links to related public research.
Inclusion will mean that a work is useful to the research collection—not that Rosetta endorses every interpretation or conclusion in it.
A living collection
The Nuclear Bookshelf can grow alongside the Facility Atlas, Nuclear Materials Genealogy, Research Guides, Documents & Archives, and the future Public Evidence Explorer—helping readers move from historical interpretation back into the evidence network.
