A challenge is not a verdict.Appearance on this page does not mean an earlier conclusion was wrong. It means later evidence is sufficiently material that the affected premise should be tested against the expanded record.
NEW PHYSICAL EVIDENCE
UNC Hematite — Ra-226-contaminated filter-press plates
Historical understanding
Earlier SEC review evaluated reconstructability using the Hematite source-term and monitoring evidence then assembled.
New evidence
Later remediation identified 215 Ra-226-contaminated filter-press plates in onsite burial areas.
Premise challenged
Whether the earlier source universe fully represented radium-bearing material, associated work, potentially exposed workers, and relevant monitoring.
Current status
Historical SEC status preserved. Source-term, worker-denominator, monitoring, and plate-lifecycle questions require separate evidentiary testing.
What would resolve the challenge?
Plate-specific assay/spectroscopy, excavation and burial records, process history, worker assignments, and radium-relevant monitoring tied to the affected operations.
LATER EVIDENCE / ACTIVE REVIEW
Pinellas — plutonium source term and monitoring
Historical understanding
Earlier reviews relied in part on assumptions concerning plutonium containment and on the monitoring record available at the time.
New evidence or questions
Later records and proceedings raised additional questions concerning shipment history, plutonium bioassay, material form, classified operations, and monitoring completeness.
Premise challenged
Whether all relevant plutonium was unavailable for worker uptake and whether the surviving monitoring record represents the potentially exposed worker population.
Current status
Under evidentiary review. Competing interpretations remain visible; Rosetta does not treat the challenged premise as disproved merely because additional evidence exists.
What would resolve the challenge?
Reconciled shipment/receiving and inventory records, material-form and project documentation, complete bioassay denominator/results, and relevant classified operational records.
HISTORICAL CLOSURE / PREMISE TEST
Weldon Spring — later evidence after formal 2018 closure
Historical understanding
The Work Group formally closed the Site Profile findings and resolved the observations in 2018.
New evidence or developments
Later technical revisions, PER activity, and newly assembled source-term, environmental, incident, and transfer evidence provide additional material against which specific closure premises can be tested.
Premise challenged
Only the particular factual assumptions affected by the later evidence—not the fact that formal closure occurred.
Current status
Historical closure preserved. Later evidence is tracked separately through premise testing and any official follow-up.
What would resolve the challenge?
Finding-by-finding comparison of the 2018 closure basis with the later primary evidence, technical revisions, PER consequences, and formal dispositions.
