Core principle
Copyright or compilation rights in Rosetta's original selection, organization, annotation, and presentation do not create ownership of underlying government records, archival documents, or third-party works.
Many works created by U.S. federal employees as part of their official duties are not subject to U.S. copyright protection. A document's presence on a federal website, however, does not by itself establish that every element in it is public domain. Credit the creating agency and preserve the source citation.
Books, photographs, scans, maps, illustrations, correspondence, and other materials may remain protected by third-party rights. Rosetta's citation or link to such material does not transfer those rights. Users are responsible for obtaining any permission required for their intended reuse.
Repositories may impose conditions concerning reproduction, publication, credit lines, privacy, donor restrictions, or access even when they do not own copyright. Consult the holding institution and the specific collection record before republication.
THE ROSETTA WEB™ is used as the name and identifying mark of this research initiative. Permission to quote or cite Rosetta material does not authorize use of the Rosetta name, seal, logo, or visual identity in a manner that suggests sponsorship, endorsement, affiliation, or authorship.

How to Cite Rosetta
Rosetta citations identify the public research record. Whenever practicable, researchers should also consult and cite the underlying primary source identified by that record.

Rosetta's evidentiary labels describe the strength and character of the historical connection presented; they do not determine copyright status. Likewise, public-domain status does not establish historical accuracy. Every substantive claim should be evaluated against its cited source, provenance, context, and known documentary limitations.
