Scholarly Profile

Denise DeGarmo is a political scientist, Professor Emerita of Political Science at Southern Illinois University Edwardsville, and Founder and Research Director of THE ROSETTA WEB™, an independent interdisciplinary research initiative of EECAP.

She earned her Ph.D. in Political Science from the University of Michigan, specializing in International Relations and Comparative Politics, with a cognate in Natural Resources and the Environment.

Her academic career spans more than two decades of university teaching, scholarly publication, international research, interdisciplinary collaboration, and academic leadership, including service as Chair of the Department of Political Science at Southern Illinois University Edwardsville from 2009 to 2015.

DeGarmo's scholarship has examined international environmental treaties, state behavior, foreign policy, international law, human security, conflict, national security, and environmental governance.

These intellectual interests provided the foundation for her sustained investigations into the history of nuclear weapons development, production, environmental consequences, and governmental accountability.

International Scholarship and Academic Research

DeGarmo's research is grounded in the study of political institutions, international cooperation, state behavior, and the relationships between governmental decisions and their consequences.

Her scholarly work includes books, journal articles, research reports, book chapters, academic conference presentations, and invited keynote addresses.

Her international research has included work with the Applied Research Institute–Jerusalem, examining human security, environmental conditions, international law, and the political consequences of conflict.

Her publications include International Environmental Treaties and State Behavior: Factors Influencing Cooperation and The Disposal of Radioactive Wastes in the Metropolitan St. Louis Area: The Environmental and Health Legacy of the Mallinckrodt Chemical Works.

Her international conference presentations have addressed nuclear energy, climate change, radioactive waste management, international relations, and human security.

From Political Science to Nuclear History and Policy

DeGarmo's historical nuclear research developed through her longstanding scholarly interest in the relationships among science, government, national security, environmental policy, and institutional decision-making.

Her research examines how federal agencies, scientific laboratories, industrial contractors, political institutions, and regulatory systems shaped the development and operation of the American nuclear enterprise.

Rather than treating nuclear history exclusively as a scientific or technological subject, her approach considers its political, institutional, environmental, social, and historical dimensions.

This interdisciplinary perspective ultimately led to the development of THE ROSETTA WEB™.

Founder and Research Director — THE ROSETTA WEB™

THE ROSETTA WEB™ is an independent historical research initiative dedicated to investigating and preserving evidence concerning the nuclear enterprise.

The initiative examines connections among nuclear facilities, government agencies, industrial contractors, scientific programs, materials, technologies, personnel, and historical events.

Its research draws upon original government records, scientific publications, technical reports, historical archives, and other documentary sources.

A central objective is to identify relationships that may remain obscured when individual facilities, programs, agencies, or records are examined separately.

The research encompasses the history of nuclear weapons development and production, institutional relationships, scientific and technological programs, nuclear materials, historical exposure, environmental consequences, and the preservation of overlooked evidence.

Historical investigations supporting Special Exposure Cohort petitions are one application of this broader research.

Research Philosophy and Methodology

DeGarmo's research emphasizes original documentary evidence, preservation of source provenance, historical context, and careful distinctions between established facts, interpretation, and unresolved questions.

Her approach combines political science, historical institutional analysis, archival investigation, and the examination of scientific and technical records.

The research seeks to reconstruct historical relationships through evidence that can be traced to its original documentary source.

This commitment extends beyond the archive to include firsthand investigation of historically significant sites, surviving physical evidence, and material culture.
