Rosetta preserves provenance: who created a record, when and why it was created, where it survives, what it establishes, and what it does not establish. Public documentary relationships are released only when the underlying source can support them.

Digital access and archival retrieval
Rosetta will distinguish records that can be opened publicly online from records that survive only in archival collections, agency systems, restricted repositories, or retrieval queues.
The private Master Evidence system remains separate. Only reviewed, citation-supported material enters the public research environment.
Every connection should be recoverable to the evidence that supports it.
