Preserve the complete evidentiary conversation.

Rosetta treats agency findings, contractor reviews, Board deliberations, petition evidence, transcripts, technical reports, and underlying historical records as distinct sources. Agreement and disagreement are documented rather than collapsed into a single institutional position.

Organize public materials relevant to covered facilities, worker populations, employment periods, radiological work, exposure pathways, and historical records used in compensation research.

Track SEC petitions, proposed classes, qualification evidence, evaluation reports, class definitions, supporting exhibits, and documentary questions bearing on reconstructability.

Analytical discipline

Separate the historical question from the institutional answer.

Rosetta asks what the historical evidence establishes before asking how an agency, contractor, petitioner, or review body interpreted it. This permits competing interpretations to be compared against the same documentary record.

A disagreement between NIOSH and an independent reviewer is not resolved merely by identifying which institution said what. The relevant question is what evidence supports each proposition, what assumptions were required, and whether later records changed the evidentiary basis.

Core principle

Institutional position is not evidentiary status.

A statement does not become DOCUMENTED merely because it appears in an agency report, petition, contractor review, or Board discussion. Rosetta separately records the position, its source, the evidence cited for it, and the status of the underlying historical proposition.

Important distinction

Closed does not necessarily mean historically resolved.

An administrative or review issue may be closed for a particular proceeding while the underlying historical record remains incomplete. Rosetta will preserve both statuses rather than treating them as interchangeable.

This center is designed for public historical, scientific, and administrative records. Rosetta will not publish private claimant files, medical information, personally identifying compensation records, or other protected personal information.

Facility and methodological research may inform broader historical understanding, but Rosetta's public evidentiary classifications are not determinations of individual eligibility, causation, dose, or compensation.
