Public status
Public records may be identified as Documented, Indirectly Documented, Research Lead, Unresolved, or Missing-Record Target. Status is not silently upgraded by inference.
The public database is a curated publication layer. It is not a mirror, export, or connection to the private Master Evidence workbook.

Collection 001 · First Public Records
The first published collection begins with three tightly sourced records from the Molten Salt Reactor Experiment at ORNL. Each record states what the source establishes—and what it does not.
RW-EV-0001 · DOCUMENTED · INCIDENT
Facility: Oak Ridge National Laboratory · MSRE · Building 7503
What the evidence establishes: During the scheduled final shutdown, fission-product activity appeared in the reactor-cell atmosphere. ORNL reported about 30 curies of xenon, less than 0.1 curie of iodine, and trace noble-metal fission products; the leak was localized near fuel-drain-tank freeze valve FV-105.
What it does not establish: The incident report alone does not identify every worker present, individual dose or bioassay results, or prove that every responder received complete internal-exposure monitoring.

What the evidence establishes: During investigation of the December 1969 leak, ORNL checked fixed reactor-cell monitors and obtained a cell-atmosphere sample for gamma spectrometry after anomalous monitor behavior. The report discusses contamination associated with monitor lines and airflow effects.
What it does not establish: Fixed-monitor readings alone do not establish worker breathing-zone concentration, individual intake, or complete worker-specific monitoring.

What the evidence establishes: Operators thawed FV-105 and applied helium pressure while observing cell-air radiation monitors. The monitor response rose during the diagnostic sequence, helping localize the leak.
What it does not establish: The source does not by itself provide a complete personnel list, worker-specific dose or intake results, or complete follow-up bioassay for participants.

Collection 001 is intentionally small. Records are added only after source identity, citation, evidentiary qualification, and public presentation have been reviewed. Candidate records that still require underlying documentation remain in the private publication queue and are not promoted here.
Next publication stage
Collection 001 has begun populating this framework with records that have cleared publication review. Future records will be added only after reaching READY FOR WEBSITE status. Each record can then be cross-linked to the relevant facility, organization, material, shipment, operation, worker population, document, and archive.
Core rule
Presence is not exposure. Employment is not task evidence. Participation is not task evidence. Movement is evidence of connection, not automatically exposure. Missing evidence is not evidence of absence.
Evidence vocabulary
Rosetta uses a common site-wide vocabulary to distinguish documented evidence, indirect evidence, unresolved questions, research leads, and missing-record targets.
