Nuclear materials rarely remained in one place or one form. Rosetta reconstructs their documentary genealogy across production, processing, transformation, incorporation into components, transfer, operational use, recovery, and disposition. The purpose is not simply to identify where a material appeared, but to recover the evidence connecting its successive forms, places, uses, worker populations, and surviving records.

A missing link remains a missing link. Rosetta does not convert chronology, proximity, or technical plausibility into a documented relationship. Each connection retains its own evidentiary status, including documented evidence, indirect evidence, research leads, unresolved questions, and missing-record targets.

Rosetta separates evidence that a material existed at a place from evidence establishing its form, quantity, process, movement, worker contact, monitoring conditions, or exposure significance. Public connections must remain faithful to what the surviving record actually supports.
