Event evidence standard

An incident is not automatically an exposure.

Rosetta distinguishes evidence that an event occurred from evidence identifying the material involved, the workers present, the pathway of potential exposure, the monitoring performed, and any resulting dose or intake. Those are separate historical propositions and must be supported separately.
